Reviewing the Strategic Map

When Xi reviews the map of China’s immediate neighborhood from a strategic perspective, he is likely pleased with most of the trends that have emerged. From Beijing’s perspective, Russia is almost completely on side. Japan is hedging but may not be able to escape its economic reliance on China. India has regressed but is still not a lost cause. Korea is trending positively and Southeast Asia even more so. China’s position has been abetted by a complacent American approach that wrongly assumed Beijing’s more assertive behavior would, of itself, generate sufficient anti-Chinese reaction across the region to alleviate the need for much further effort by Washington offering an alternative. This has simply not been the case. There have certainly been ebbs and flows in the advancement of China’s overall interests across its immediate region, but due to China’s major economic advantage and the seeming political inability of the United States to offer anything comparable in trade, investment, and potentially technology (Huawei’s 5G, for example), from Beijing’s perspective the trend remains positive. Nonetheless, it is not a uniformly positive picture for China. One particular success by Washington is worth noting: rallying pan-regional opposition to China through the Quad by building out from the current framework. This is causing significant alarm in Beijing. And it forms a large part of the focus of the next chapter.
